DEPARTMENTAL FUNCTIONS

  1. Appointments, Promotion and Discipline
  2. Coordinate all matters relating to staff appointments, confirmations, promotions, and discipline (ADP) in accordance with extant public service regulations.
  3. Maintain and update the Nominal Roll and related personnel records to reflect changes in staff status.
  4. Handle industrial relations matters, including staff grievances, disciplinary proceedings, and compliance with service rules.
  5. Liaise with relevant government bodies on matters relating to establishment and service regulations.
  6. Registry and Records
  7. Maintain a comprehensive staff registry and ensure proper documentation of personnel files and service records.
  8. Manage the collection, filing, and distribution of circulars and other official documents.
  9. Provide secretariat services to the NOTAP Governing Council and Management meetings, including minute-taking and record management.
  10. Staff Welfare and Training
  11. Handle all NHIS-related matters and oversee general staff welfare initiatives.
  12. Plan, coordinate, and monitor training and manpower development programmes for staff.
  13. Oversee pension administration and ensure timely processing of retirement benefits.
  14. Attend to National Assembly matters relating to staff welfare or administrative correspondence.
  15. Manpower and Workforce Planning
  16. Prepare and update the Agency’s manpower budget and workforce statistics.
  17. Conduct periodic manpower assessments to ensure optimal staff deployment.
  18. Develop and implement strategies for human capital growth and succession planning in line with the Agency’s strategic objectives.
  19. General Administrative Services
  20. Supervise outsourced services including cleaning, gardening, and security operations.
  21. Manage transport and maintenance of motor vehicles, office buildings, and generators.
  22. Oversee store management functions including procurement, inventory control, and distribution.
  23. Handle matters relating to AEPB (Abuja Environmental Protection Board) and AEDC (Abuja Electricity Distribution Company).
  24. Ensure efficient servicing of meetings and provision of necessary logistics and support.
