LEGAL UNIT

The Legal Department of the National Office for Technology Acquisition and Promotion (NOTAP) serves as the principal legal advisory unit of the Office. It provides authoritative legal guidance to Management, Departments, and Units in furtherance of NOTAP’s statutory mandate under the NOTAP Act, Cap N62, Laws of the Federation of Nigeria 2004, while ensuring compliance with applicable laws, regulations, and international best practices.

MANDATE AND FUNCTIONS

The Legal Department is responsible for the following core functions:

  • Providing legal advice and opinions to Management and Departments on matters relating to technology transfer, intellectual property, contracts, procurement, and regulatory compliance.
  • Vetting, drafting, and reviewing agreements, contracts, MOUs, and legal instruments involving NOTAP.
  • Ensuring legal compliance with extant laws, regulations, government policies, and international obligations relevant to NOTAP’s operations.
  • Supporting the registration and regulation of Technology Transfer Agreements in line with the NOTAP Act and applicable Guidelines.
  • Handling litigation management, including coordination with external solicitors and relevant government agencies.
  • Advising on intellectual property rights, commercialization of research outputs, and technology exploitation frameworks.
  • Providing legal input on policy formulation, reforms, and institutional governance matters.
  • Safeguarding the legal interests of NOTAP in all official transactions and engagements.

SERVICES TO THE PUBLIC AND STAKEHOLDERS

The Legal Department supports public and private stakeholders through:

a. Legal guidance on Technology Transfer Agreements and regulatory requirements.

b. Advisory support on intellectual property protection and commercialization.

c. Interpretation of NOTAP regulations, guidelines, and statutory obligations.

d. Legal clarification on compliance matters relating to technology acquisition and promotion in Nigeria.
