PUBLIC PROCUREMENT DEPARTMENTAL FUNCTIONS:

A word from the HOD, Mrs. Vivian N Osuagwu

The Department has the following Statutory Functions:

  • Ensuring compliance with Public Procurement Act (PPA) 2007.
  • Interpretation And Application Of Public Procurement Act (PPA) And Regulations
  • Preparation and submission of the procurement plan prepared by the Procurement Planning Committee to the Tenders Board for approval;
  • Preparation of tender notifications and request for expressions of interest;
  • Preparation and submission to advertising media the documents for: soliciting quotations, prequalification, Tendering and request for proposals;
  • Issuing documents for: soliciting quotations, prequalification, Tendering and request for proposals;
  • Receiving and arranging opening of prequalification documents, bids, quotations and, request for proposals;
  • Submission of evaluation reports to the Tenders Board for: prequalification, bids, quotations and consultants’ proposals, for approval;
  • Due processing minor value procurements.
  • Making arrangements for contract negotiations and contract signing
  • Preparing documentation for submission to the Bureau for approval;
  • Preparing documentation for submission to the National Assembly
  • Preparing responses to complaints for submission to the Tenders Board; for approval;
  • Preparation of documentation on complaints for submission to the Bureau;
  • Preparation of all data and information required by the Bureau; any other assignment that will be given by the Accounting Office that may be necessary to enhance performance of the procurement function.
  • Review of Procurement Process under Annual Plan at the Beginning of Each Financial Year.
  • Preparation and Submission of Annual Report to the Office.
  • Procurement Planning Process for Activities under Its Responsibility in Coordination with the Chief Executive.
  • Supervising Of Performance of Contracts- With Suppliers, Contractors, Service Providers and Consultants.
  • Provide Secretariat For The Entity’s Procurement Team For Procurement  Activities
  • Non-Member/Secretary to Tenders Board, Procurement Planning Committee and Procurement Committee.
  • Monitoring And Evaluation Of All Procurement Activities;
  1. Keeping Hard and Soft Copies of All Procurement Activities/records For Transmission to BPP Not Latter Than 3 Months after Each Financial Year
  • Arrange for training Of The Procurement Staff
  • Assist in Market & Statistical Survey for Cost Analysis.
  • Assist in handling Public Procurement Correspondences within and outside the office.
  • Carry our Due diligence on all successful companies
  • Any other job as may be assigned.
